The City of Toronto requires any electronic documents to be submitted via pdf, and signed digitally. They have specific naming, numbering and title blocking requirements that must be met. Drawings and documentation must be in black and white only. For more information please see:

Building Permits in the Region of Durham are issued by each local municipality, under the Ontario Building Code. Each city may have additional requirements that need to be met.
CloudPermit is an online software allowing for online Building Permit submission. Many municipalities across Ontario have adopted CloudPermit to streamline the submission and communication of Building Code required documentation.

Burlington accepts Building Permits Online, via email. Burlington has specific naming, numbering and layout requirements.
Halton Hills does not accept Building Permits Online. No noted formatting requirements

Oakville accepts Building Permits Online, via email, with some noted formatting requirements
Building Permits in the Region of Halton are issued by each local municipality, under the Ontario Building Code. Halton issues some site services permits.
